Extra! President’s Budget Includes a 50% Increase for States’ ‘Regular’ WAP in PY 2011 [the last year of ARRA]

The Administration’s Budget released Feb 1 includes $270 million for WAP formula grants and federal T & TA. This sum is $90 million more than is appropriated for the upcoming PY 2010. It is $20 million, or about 2.5%, more than was requested last year.
In addition, the Budget asks for a continuation of the $30 million fund for "innovative" financing projects. [There has been no indication of DOE’s criteria for distributing the PY 2010 fund yet].
This funding will be especially significant for the states whose ARRA plans call for completion earlier than March 31, 2012 and for all states whose PY extends to July 31, 2012. It is their only federal funding source yet identified for continuing the work of our expanded network.
Proposed LIHEAP changes may cut FY 2011 LIHEAP/WAP
The Budget also proposes major changes in LIHEAP funding timing and distribution. Additional analysis by Congressional Committees will be needed to determine how leveraged WAP funds from LIHEAP may be affected. Before ARRA, a majority of states transferred some funding to their WAP programs; nationwide, the total was typically 10% of LIHEAP, a figure that equaled or exceeded WAP funding.
