Energy Outreach Colorado- Affordable Housing Energy Rebate Program
The Affordable Housing Energy Rebate Program offers grants for multifamily affordable housing facilities to increase the energy efficiency and comfort of housing for income eligible households. Funding is provided through utility companies and organizations including: Xcel Energy, Atmos Energy, Source Gas. and the Denver Office of Strategic Partnerships.

Qualifying Building Types:
EOC accepts grants for 2+ unit multifamily buildings where at least 66% of the residents fall below 80% of AMI. Depending on the project, grants can cover up to 50% of the project costs while reducing energy usage by over 35%.
EOC has the capacity to process client paperwork, issue rebates, pay contractor costs and collect an owner-contribution.

Massachusetts

The Massachusetts Low-Income Multifamily Retrofit Program is a one-stop program funded by Massachusetts-based electric and gas utilities to fund upgrades for low-income residences and multifamily buildings in Massachusetts.

The partnership includes many stakeholders including: MASSCAP, LEAN and ABCD. The program targets buildings with high energy consumption making them more energy efficient through cost-effective means. In many cases, the program awards grants to property owners to cover the cost of the energy efficiency upgrades.

MassSAVE (Electric) - Residential Energy Efficiency Programs Residential, Multifamily Residential, Low-Income Residential MassSAVE organizes residential conservation services for programs administered by Massachusetts electric companies, gas companies and municipal aggregators. These utilities include Columbia Gas of Massachusetts, The Berkshire Gas Company, Cape Light Compact, National Grid, New England Gas Company, NSTAR, Unitil, and Western Massachusetts Electric Company. MassSAVE is available to all customers with a facility obtaining power from one of MassSAVE's member companies. Customers must notify their MassSAVE program administrator for pre-approval.

Berkshire Gas - Commercial Energy Efficiency Rebate Program Residential, Multifamily Residential, Low-Income Residential Berkshire Gas Company provides rebates for its commercial and industrial customers to pursue energy efficient improvements to their facilities. As a part of their energy efficiency program, Berkshire offers no-cost walk through energy audits. If the customer decides to make any of the improvements recommended by the audit, Berkshire will cover up to 50% of the cost of the implemented energy saving measures. All equipment must meet energy efficiency standards that are listed on the program website.

Energy Smart - Residential Energy Efficiency Rebate Program (20 Municipalities) Residential, Multifamily Residential Franklin Energy Services has partnered with the Michigan Public Power Agency (MPPA), made up of 20 municipal utilities, offering the Energy Smart Residential Energy Efficiency Rebate Program. Residential electric customers served by one of the 20 participating utilities are eligible for rebates on energy efficient upgrades. The Energy Smart Program also provides a $60 rebate for allowing JACO (an appliance recycler contracted through Franklin Energy) to pick up and properly dispose of inefficient, yet still functioning, refrigerators and freezer units. Four participating utilities (Chelsea, Grand Haven, Holland, Paw Paw) also offer free Direct Installs for multifamily owners interested in upgrading faucet aerators, light bulbs, and showerheads.

Ameren Illinois (Electric) - Multifamily Properties Energy Efficiency Rebate Program The Multi-Family Properties Energy Efficiency Rebate Program aims to increase the energy efficiency of multifamily properties with simple measures.

There are two programs within this initiative:
The Common Area Program provides rebate incentives to building owners for purchasing and installing efficient lighting, controls, signage, insulation, air/duct sealing, and HVAC measures.
The In-Unit Energy Efficiency Program provides energy efficient measures such as CFL bulbs, faucet aerators, water pipe insulation, and efficient shower heads for free to eligible customers. Property owners or managers must apply for the free measures.

Eligible buildings have three or more apartments per building. Measures should be installed within 15 days of receiving free equipment. See program web site and contact Ameren Illinois Utilities for program guidelines.

Maine

Efficiency Maine's Multifamily Efficiency Program offers incentives to multifamily residency building owners for improving energy efficiency. Residencies must have 5 or more apartment units to qualify for this rebate.

There are two options under this program: the prescriptive path or the custom path. The precriptive path allows a multifamily program partner to install the chosen efficiency measures. Under the custom path, a program partner is first selected to complete a whole-building energy consumption assessment and later a partner will establish an Energy Reduction Plan to reduce total building energy consumption by a minimum of 20%.

Multifamily Performance Program - (NYSERDA) Provides property owners, builders and co-op and condo boards technical assistance and per-unit incentives to improve buidling energy performance. Existing buildings that project at least a 20% energy reduction may also be eligible for an additional performance payment. The primary focus of EmPower New York is to provide cost-effective electric reduction measures, such as replacement of refrigerators and installation of high efficiency lighting. Austin Energy - Multifamily Energy Efficiency Rebate Program Commercial, Construction, Multifamily Residential The Austin Energy Multifamily Program provides cash incentives to owners, developers, and property managers of apartments and other multifamily properties for making energy efficiency improvements. Rebates are available for qualified A/C systems, heat pumps, window treatments, insulation, ductwork, and lighting equipment. LEAN and Green PACE Property-Assessed Clean Energy (PACE) financing effectively allows property owners to borrow money to pay for energy improvements. The amount borrowed is repaid through a special assessment on the property. Commercial, industrial, and multifamily property owners (five units and up) in a participating city or county can participate in Lean & Green Michigan.

Lean & Green Michigan can help customers find a contractor to perform the audit. Interested property owners should then apply on the Lean & Green Michigan website, and Lean & Green Michigan will help them find the best funding mix for their project.

Milwaukee

Milwaukee Energy Efficiency (Me2) Program -- Residential, Multifamily Milwaukee Energy Efficiency is a loan program for residential energy efficiency improvements. Loans are available for owner-occupied single family residences or owner-occupied multifamily residences of up to three units. Property must be located within the City of Milwaukee. Loans are administered by Summit Credit Union. Program encourages the implementation of energy efficiency technologies into the design and construction of residential multifamily buidlings by targeting developers, architects and contractors.

Oregon

Avista Utilities (Gas) - Oregon Residential Energy Efficiency Rebate Program Avista Utilities offers a variety of equipment rebates to Oregon residential customers. Rebates are available for boilers, furnaces, insulation measures, windows and programmable thermostats. All equipment must meet certain energy efficiency standards listed on the program web site.

Avista Utilities also provides a free in-home inspection to evaluate the cost and benefits associated with weatherizing your home. This free analysis is available to qualified Oregon residential customers who use natural gas as the main source of heat and whose houses were built before 1980. Weatherization Analysis Request Forms is available on the website.

After the home inspection is complete, the customer may request either a loan or rebate from Avista Utilities for weatherization work not yet started or completed prior to the Home Energy Analysis. Incentives are calculated after the in-home inspection is completed.

Tacoma Power - Residential Weatherization Rebate Program Residential Tacoma Power helps residential customers increase the energy efficiency of homes through the utility's residential weatherization program. Weatherization upgrades to windows are eligible for an incentive payment of up to $1,000. Customers who pursue ceiling, floor, and wall insulation coupled with duct sealing are eligible for an incentive payment of up to $3,450. Zero-interest loans are available to help customers cover any remaining costs of these improvements.
