R.O.M.A

Results Oriented Management and Accountability, or ROMA, is a performance-based management planning and tracking system to guide the programs of the state and local agencies receiving Community Services Block Grant (CSBG) funds. The national network of agencies has been voluntarily developing a set of indictors and reports to measure their achievement of six broad national goals for their work; both the goals and the indicators have been defined by a consensus developed over a decade of testing these principles and reports to support them in the field. The work is still very much in progress. Congress has ordered the federal Office of Community Services to support this ongoing work, which has been coordinated by the National Association for State Community Services Programs (NASCSP).

State reports of widely varying local programs and many different indicators of their results were aggregated into a single national report by the NASCSP; it can be found with a rich assortment other ROMA information and tools at www.ROMA1.org.

EOS has analyzed how ROMA compares to other results reporting by similar federal programs for the NASCSP.

EOS staff provides training and support for CAAs working to integrate the ROMA approach into their goal setting process, their internal performance measurement and their program evaluation as they design responses to the particular needs and opportunities that "fit" their local circumstance.
