The Head Start program may be the most widely known element of the 1964 War on Poverty programs. In 2004, it provided school readiness programs for more than 980,000 low-income children ages 3-5. It also provided preventive interventions for almost 91,100 Early Head Start enrollees who were between the prenatal period and age 2. About a third of Head Start sites are Community Action Agencies (CAAs).
